Human Resources Division

The Human Resources Division’s mission is to ensure effective human resources management, through the development of procedures and services that contribute to achieving the goals of the institution and its employees.

The duties and responsibilities of the Human Resources Division are:

  • Analizon nevojat e punësimit dhe zhvillon planin e personelit;
  • Coordinates and/or ensures the recruitment process for Ministry officials and other specific positions;
  • Identifies and assesses needs for staff capacity development, provides adequate training and evaluates the impact of training;
  • Provides support in the drafting of individual work plan objectives and the process of evaluating personnel performance;
  • Assists relevant units in preparing job descriptions, job classification and job systematization;
  • Administers salaries, salary compensation, bonuses and salary supplements of public officials and the like;
  • Supports and provides recommendations to the Chief Administrative Officer regarding the avoidance of disputes between Ministry employees;
  • Administers personnel files (individual files) of the Ministry and enters data on processes and procedures into electronic systems;
  • Manages staff attendance at work;
  • Manages disciplinary procedures, providing administrative support to the disciplinary committee and/or the complaints committee;
  • Prepares the annual report on human resources management and other reports or evidence on human resources management as required; and
  • Ensures the realization of the rights and obligations of employees within the framework of the relevant Law on Public Officials.

The Head of the Human Resources Division reports to the Secretary General.
