Achievements within the framework of the Social Assistance Reform Project (SAS)

Announcement of progress and concrete results achieved within the framework of the Social Assistance Reform Project (SAS), a project that is one of the most important systemic interventions in the field of social protection in Kosovo over the last decade.

Since the beginning of its implementation, this project has carried out activities that have supported thousands of citizens and families in need:

✅️ Around 4,000 families have started to benefit from financial support from the state for the first time, thanks to the elimination of restrictive criteria and the establishment of a fairer and more comprehensive approach, removing the condition for children under 5 years old and immediate penalties after employment;
✅️ The application process has been fully digitalized, becoming simpler, faster and more transparent for citizens;
✅️ Over 6,000 people able to work have registered with employment offices and are benefiting from active labor market services, including vocational training and wage subsidies for employers supported through the project;
✅️ Around 200 consultants and employees have been engaged to strengthen institutional capacities in Social Work Centers, Employment Offices, Pension Offices, as well as for field monitoring;
✅️ Systematic monitoring of beneficiary families in all social schemes has begun, with the aim of guaranteeing justice and accurate targeting of support;
✅️ The company that will develop a modern system for managing social and pension schemes is in the process of being contracted, enabling the creation of an integrated social registry and the management of all benefits on a single platform;
✅️ The draft of the new law on the social assistance scheme has been drafted, which eliminates discriminatory criteria and improves assessment and monitoring mechanisms.

The project has already achieved most of the defined indicators, while families in need are encouraged to present themselves at the Social Work Centers and, if they consider that they meet the criteria, to request the opening of an application for inclusion in the scheme.

This project aims not only to provide financial support, but also to avoid the receipt of benefits in cases where the criteria are not met, to accurately identify families in need, to support them in integrating into the labor market, by reducing dependence on social assistance and by strengthening the financial independence of families.

The Ministry of Labor, Family and Values ​​of the Liberation War remains committed to advancing this reform with full transparency and in the service of citizens.
