Legal Department

The Legal Department’s mission is to coordinate the process of transforming the Ministry’s policies into normative acts, in accordance with the legal-constitutional order, the European Union Acquis and international standards, as well as providing legal support for the Ministry’s various processes.

The duties and responsibilities of the Legal Department are:

  • Coordinates and participates in the drafting of normative acts and policy documents from the scope of the Ministry;
  • Ensures the compatibility of the Ministry’s legislation with the European Union Acquis;
  • Ensures compliance of the Ministry’s legislation with constitutional provisions and applicable laws in Kosovo;
  • Ensures compliance with the techniques and standards of drafting legislation within the scope of the Ministry;
  • Reviews and is responsible for the final versions of draft normative acts;
  • Provides legal assistance in the process of negotiation and ratification of international agreements within the scope of the Ministry;
  • Provides legal opinions, recommendations and legal advice within the scope of the Ministry;
  • Analyzes and identifies problems in the implementation of the Ministry’s normative acts;
  • Coordinates the process of preparing the Ministry’s Annual Legislative Program and the Annual Legislative Plan of Sub-Legal Acts;
  • Represents and/or cooperates with institutional structures in the legal representation of the Ministry; and
  • Receives and reviews complaints and appeals from natural and legal persons, according to the procedures and legal deadlines established by the legislation in force.

The Director of the Legal Department reports to the Secretary General.

The Department includes the following divisions:

  • Division for Drafting Legislation;
  • Division for Approximation of Legislation with the Acquis;
  • Legal Support Division; and
  • Division for Review of Complaints and Petitions.
