The Ministry of Labor, Family and Liberation War Values of the Republic of Kosovo and the Ministry of Economy and Innovation of the Republic of Albania have signed the Cooperation Agreement on Labor Mobility.
The agreement is based on the Berlin Process and cooperation between Kosovo and Albania to increase employment.
- · Citizens of Kosovo and Albania can work in the other country without approval for employment from the relevant agencies.
- · Workers will have the same rights and protection as local workers.
- · Joint programs for vocational training and recognition of certificates will be developed.
- · Citizens can participate free of charge in vocational training programs.
- · Best practices in employment and vocational training will be exchanged.
- · Pension and social security contributions will be recognized according to the agreements
- · The two countries will exchange information and improve employment services.

The Employment Agency of the Republic of Kosovo (AERK) and the National Employment and Skills Agency of the Republic of Albania (NESARA) will be engaged in the implementation of the agreement.
The agreement is concluded for a period of four years and entered into force immediately after its signing, on 03.07.2026.
