The mission of the Public Procurement Division shall be to develop procurement procedures for achieving value for money in accordance with the principles embodied in the relevant law on public procurement.
The duties and responsibilities of the Public Procurement Division shall be:
- Preparing and updating the annual procurement plan for the needs of the Ministry in cooperation with the requesting units, in accordance with the applicable legislation.
- Implementing procurement activities in accordance with the annual procurement plan of the Ministry;
- Ensuring that all procurement requests are prepared in accordance with procurement rules and procedures;
- Defining the procurement methodology for the tender and price evaluation procedures;
- Proposing the bid opening and/or evaluation commissions in accordance with the requirements of the relevant law on public procurement;
- Advising and assisting management in making decisions regarding contested issues that may arise in cases of contract execution;
- Examining the complaints of the economic operators and performing the representation in the complaining procedures taking place before the Procurement Review Body; and
- Compiling the final procurement report for the needs of the Ministry and the Public Procurement Regulatory Commission.
The Head of the Public Procurement Division shall report to the Secretary General.
