Department of Labor and Employment Policies

The Department of Labor and Employment Policies has the mission of developing public policies regarding the rights and obligations arising from individual and collective labor relations, establishing standards for safe workplaces and promoting social dialogue at the national level, reducing the level of unemployment and economic inactivity, with a special focus on women, youth and marginalized social categories, as well as strengthening the skills of the workforce and matching them with the needs of the labor market.

The duties and responsibilities of the Department of Labor and Employment Policies are:

  • Develops strategic, legislative, analytical, administrative and other professional policies related to individual and collective labor relations, occupational safety and tripartite cooperation
  • Develops programs intended for occupational safety experts, as part of ongoing training
  • Supports mechanisms for performance evaluation and supervision of the work of the Labor Inspectorate and the Employment Agency, provides professional assistance to bodies, employers, employers’ associations, trade unions and workers
  • Provides professional and administrative assistance to the Economic and Social Council and the National Council for Occupational Safety and Health
  • Promotes social dialogue, as well as the concept of collective bargaining
  • Decides on administrative matters in the first instance procedure for requests in the field of occupational safety, granting authorization to persons for occupational safety, as well as for the registration of trade union organizations.
  • Cooperates with the Legal Department in responding to complaints, and in the process of harmonizing legislation in the field of labor and occupational safety with EU legislation.
  • Monitors the implementation of strategies and action plans within the Department’s scope of activity
  • Drafts, monitors and improves policies and strategic documents in the field of employment, vocational training and social entrepreneurship
  • Proposes, develops and ensures the implementation of legislation in the field of employment, vocational training and social entrepreneurship
  • Stimulates, implements and monitors the national labor market development policy, in accordance with EU recommendations and guidelines.
  • Develops and monitors indicators of the implementation of labor market policies
  • Promotes priorities in the field of employment and social entrepreneurship
  • Decides on administrative matters in the first instance procedure, on requests regarding the granting of authorization to non-public providers of employment services and on requests regarding the granting of authorization to legal entities that develop social entrepreneurship.
